2024 QPP Exception Applications Now Open: Avoid MIPS Performance Category Reporting Penalties
The Centers for Medicare & Medicaid Services (CMS) has opened the 2024 Quality Payment Program (QPP) Exception application window. This window allows clinicians, groups, and virtual groups who are unable to report data for one or more Merit-based Incentive Payment System (MIPS) performance categories to avoid potential penalties. The application period runs from now until December 31, 2024, at 8:00 PM Eastern Time.
Two Types of Exceptions Available:
- MIPS Promoting Interoperability Performance Category Hardship Exception: This exception applies to situations specific to the Promoting Interoperability category. Qualifying reasons include decertified Electronic Health Record (EHR) technology, insufficient internet connectivity, extreme and uncontrollable circumstances (disasters, practice closure, financial distress, vendor issues), or lack of control over certified EHR technology.
- MIPS Extreme and Uncontrollable Circumstances (EUC) Exception: This broader exception allows clinicians and groups to avoid reporting for any MIPS performance category (quality, cost, improvement activities, and Promoting Interoperability) due to unforeseen events beyond their control. Qualifying circumstances include situations that prevent data collection or submission for extended periods, or significantly impact normal processes affecting cost and other administrative measures. It’s important to note that Alternate Payment Model (APM) Entities applying for this exception must do so for all performance categories.
