New York City has taken significant steps toward healthcare cost transparency with the launch of two complementary price comparison tools in 2025, marking a watershed moment for both patients and healthcare providers in the nation’s largest city.

NYC Health Care Price Comparison Tool (December 23, 2025)
The NYC Health Department officially unveiled its Health Care Price Comparison tool, developed in partnership with Turquoise Health, a leading price transparency technology company. This government-backed initiative follows the landmark Healthcare Accountability and Consumer Protection Act (Local Law 78), unanimously passed by the City Council in 2023 and introduced by Council Member Julie Menin.
The tool enables New Yorkers to compare prices for 33 common healthcare services—ranging from ankle repairs to X-rays—across hospitals, ambulatory surgery centers, and imaging centers throughout the five boroughs. Users can generate personalized out-of-pocket cost estimates for in-network care with 12 of the most popular commercial plans and three Essential Plans available under the Affordable Care Act, plus self-pay options for uninsured patients.
