Is it allowed to use the time in and out of the department to calculate billable units of service for respiratory rehabilitation service codes?

No, it is not. Instead, you must total the time spent in each modality and have the billable units calculated. The patient should already be in the exercise area and prepared to begin treatment when you record the start and stop times.
