Changes to Modifier 95 Usage in Telehealth Billing: What Providers Need to Know 

Recently, National Government Services has fielded numerous inquiries regarding the ongoing use of modifier 95 in telehealth billing practices. Initially introduced by CMS during the COVID-19 Public Health Emergency (PHE), modifier 95 served as a mechanism for providers to bill telehealth services without relying on the traditional telehealth POS 02. However, CMS terminated this policy, with few exceptions, effective December 31, 2023.
