In a significant development aimed at strengthening the healthcare landscape in New York State (NYS), the NYS Department of Health (DOH) has introduced pivotal changes in its Medicaid fee-for-service (FFS) reimbursement rates for fiscal year (FY) 2023-2024. These changes, authorized as part of the NYS Enacted Budget, are set to have far-reaching implications for healthcare providers across the state.
The core of this transformation revolves around benchmarking NYS Medicaid FFS reimbursement rates to align with 80 percent of current Medicare reimbursement rates for non-facility services. This benchmarking strategy is poised to bring about substantial adjustments in several NYS Physician Fee Schedules, specifically those dedicated to Medicine, Drug, Surgery, and Radiology.
Moreover, these changes extend to include nurse practitioners (NPs) as well. NPs, an integral part of the healthcare ecosystem, will see their reimbursement rates benchmarked to 95 percent of the newly established physician fees. This strategic investment in the physician and primary care workforce is anticipated to yield significant benefits, most notably in enhancing access to primary and preventative care for NYS Medicaid members.
Effective from October 1, 2023, healthcare providers can anticipate fee updates across a spectrum of procedure codes on the NYS Physician Fee Schedules. Notably, procedure codes that span multiple fee schedules will witness updates on each corresponding schedule.
These updates represent a noteworthy step forward in reinforcing the healthcare infrastructure in New York State. By aligning Medicaid reimbursement rates more closely with Medicare and elevating compensation for nurse practitioners, the state aims to foster a healthcare environment that is not only financially viable for providers but also ensures improved accessibility and quality of care for Medicaid members.
